The cold test doesn't give you enough information to make that determination. What you need to do, as Joe says, is a warm compression test, followed by a leak-down test. That will give you much more info to work with. IF it goes on through its too loose, so for the intake its .002 so the test is .003 the exhaust is .003 so the test is .004. It's a feeling you will figure out it just takes practice.Keep in mind, those are hot compression numbers. (The tests should always be done hot, wide open throttle, no choke plates, if CV carb lift the slide.) A cold test will show lower than a hot test so if you can't run the motor it might not be the end of the world compression wise.
